Bill 16 Guide — Québec Condos

What is a condominium maintenance log?

The maintenance log is an official record that every Québec condominium syndicate must keep under Bill 16 (which amends the Civil Code of Québec). It describes the building, lists its components (roof, windows, elevator, heating system, etc.) and sets out the schedule of upcoming maintenance, repair and replacement work.

In short: it is the building's “health record”. It tells the board of directors what to maintain, when to do it, and how much to set aside in the contingency fund.

Who must keep a maintenance log?

All Québec condominium syndicates. Syndicates created after Bill 16 came into force must obtain their log upon creation. Existing syndicates have until August 14, 2028 to hold a compliant maintenance log AND a contingency fund study prepared by an independent qualified professional (Decree 991-2025).

What does a compliant log contain?

  • A description of the building and its common and private portions;
  • An inventory of components (roof, cladding, windows, plumbing, electrical, elevator, parking, etc.) with their condition and estimated useful life;
  • A maintenance schedule: recommended interventions and their frequency;
  • The planned replacement dates for each component;
  • The history of work carried out on the building since construction.

The two documents go hand in hand. The maintenance log establishes WHAT to replace and WHEN; the contingency fund study calculates HOW MUCH the syndicate must set aside to pay for that work without surprise special assessments. Projections typically span 25 years. An independent qualified professional — often a building engineer who is a member of OIQ, OAQ, OTPQ or OEAQ — prepares both documents based on a building inspection, sometimes documented in a building condition report.

Is there a maintenance log template?

The Québec government does not impose a single form: it requires the content, not the format. Many syndicates start with an Excel spreadsheet or a Word document, but those files get lost, duplicated and quickly become outdated as board members change.

LogiGestion digitizes that template: your qualified professional uploads the maintenance log study and the contingency fund study, replacement dates are calculated automatically, 25-year projections stay up to date, and the complete log exports to a PDF ready to hand to the syndicate. The log stays alive between five-year reports.

Where to start?

If you are a syndicate: talk to your qualified professional — they can activate LogiGestion for your building, and you can even receive a free 3-month app for a first building. If you are an engineer, architect, technologist or appraiser who is a member of OIQ, OAQ, OTPQ or OEAQ: create your account and produce the Bill 16 logs for all your clients from a single portal.
